What are competitive voip carrier rates and terms in 2018?

Good day to all!
I’ve seen experienced vicidial users say that one should have at least 2 active carriers, in case one goes down. In shopping for a voip carrier, what can one expect in 2018 as far as rates per minute, billing increments, etc?
I am on an agreement for .009/minute on outbound sip trunk termination, and I believe it’s to the second on billing.
What would you guys say is a competitive rate nowadays for
1. Outbound usa calls
2. Inbound usa calls
Should time be billed to the second? IE a 2 second call should be charged at 2 seconds? Some companies still charge a minimum of 6 seconds or even more, I believe. And then after that 6 second increments.
Rate decks or flat rate best?
Also, if you can get free long distance on a T-1 PRI from the phone company, is it cheaper to buy and plug in a card in your server to connect the t-1 and not use a voip carrier?
Ive been using voip and vicidial since 2016, so I’m not knowledgeable about who are the major voip carriers and what their rates are. Any advice you could give would be appreciated.
