Could someone explain to me what are the built-in scripts (perl scripts) and how useful are those.

Yes, I'm sure someone can.
Vicidial is a Predictive Autodial Suite. The perl scripts are what make it work. Without them, Vicidial is a web page with a database but not a Dialer.
