I have search and read everything in this forum in regards to a time and time zones. I am continuing to have a problem with leads being assign wrong time zone.
Server is setup to localtime (CST) not UTC, time on the server is correct, I did run a script ADMIN_area_code_populate.pl (once), I add a time zone entry to a php.ini file but the problem persists.
All my leads after loading to a list are being assign -5 (EST) offset when CST is -6 . The only way I can avoid late dialing i.e. pass 9 PM is to change the offset in db from a command line every day.
call times are left as per installation of vicidialnow.
VERSION: 2.0.4-122 BUILD: 81011-0855 .
Any suggestions?

Where exactly are you located?
Do you observe daylight savings time?

I am in burbs of Chicago (CST) and we do observe daylight saving time.

I'm a bit confused because right now the USA(excluding Arizona and hawaii) is not in standard time, we are in daylight savings time, so -5 (which is EST and CDT) is correct for leads around the Chicago area.

OK, Why is it that my hoppers do not populate till 10 AM and the dialer does not stop dialing in to 10 PM where call times I use are 9 to 9?
Is there a additional setup that I need? is there a recomanded setup of time on the server to UTC (GMT)? or perhubs hardware clock setup?

That's a good question, we haven't had any reported issues like this from any of our clients here in the USA so I'm not sure what could be causing your specific issue.
Does the time that shows up on the admin.php page for the list modification screen look correct?
(this is not the time at the top of the screen)

The issue was the setup of the time of the server in :
Admin | Servers | Vicidial | Local GMT: ___ (Do NOT Adjust for DST)
And for Chicago is -6
