here's your problem: the calls are dialed BEFORE they are "assigned" to an agent. the agent assignment in a campaign happens in a script that runs AFTER the call is answered. so ... how does the dial script (which sends the call to the carrier) know which "group" this mystical future agent will be in?
if you want two teams to use two different carriers that actually reflect the amount dialed for each "group", you'll need to segregate your "list" and "campaign" into TWO lists and two campaigns.
