waitforsilence doesnt seem to work for me on new dialer

Installed the the new gotoautodial ce 2.0 iso
on a hp dl380 with 6 gigs of ram
nothing updated after install still running Asterisk 1.4.27.1-1

trying to set up a outbound unattended campaign as per the manager manual and the the waitforsilence feature doesnt seem to be working correctly. In addition the new exensions.conf doesnt seem to jive with the old one i had on my other dialer with a vicidialnow install.
the old dialer would display a running line item and show the count of silence and now my new dialer just keeps displaying
Got 0ms silence < 7000ms required---I turned it up for debugging to 7 seconds

here is the output of my asterisk cli when i try to do a campaign

1) ALWAYS post your VICIDIAL version and build. This is a requirement :)

2) try vicibox to see if there is a difference (i mean, it is free, and you can always port any findings back to goautodial, so it's a great testing tool)

3) please never post your entire extensions.conf file. just post the section in question.
