Go Admin -> Systems/Network -> Update DB IP
It's all discussed here:

does that change the ip, or run the vicidial script, or both?

It runs the Vicidial script. Here's the one for changing the IP address of the server:
Go Admin -> System/Network -> Configuration -> eth1 Config (or eth0)

maybe they just don't get your menu system or something. you make it easy (no command line) and ... well. I don't get it. It looks fairly easy to me.
Hey! How many languages is the "goautodial" shell available in?

Looks easy on me too. Maybe they're not doing their homework like reading the Getting Started Guide (which has all the screenshots above).
It's only available in English for now. We haven't received any help offer to translate it to another language.

i bet that's the issue. english isn't their first language and screenshots cannot be "copy/pasted" into a translator
