What's the web page you're trying to access?

http://192.168.x.x/admin.php - i like to limit the users who can access this page.

when you say not able to access, what is it that you get exactly?

I assume you are able to login as the "admin" user, correct? If you're able to get to the credentials auth popup and unable to proceed using this new user details, I'd suggest clearing your cookies and trying again. The credentials will be in a table and not in the httpd.conf - in any case creating an admin user is straightforward and you shouldn't have to go there in any case. Also, please make sure the admin user has level set as '8' at least.
