your sip account is not registered

i have found that forget to put host= carrieripaddress in the below

disallow=all
allow=g729
type=peer
username=------
secret=----
fromdomain=---------
dtmfmode=rfc2833
context=fromtrunk
insecure=very

also put register => sipusername:password@sipcarrieripaddress:5060

Is this what the number should look like you are calling:

61298071680

Or did you add another 6 by accident?

Is this the way your provider requires the call to look like?

Try registering with a softphone directly with your provider and then calling this number in THIS format.

If you can make the call then register the softphone with VICIdial and try making the call with this format: 661298071680.
[Jun 1 07:43:40] == Everyone is busy/congested at this time (1:0/0/1)

This message is an indication your provider isn't accepting the number.
