How to Reduce Lead Recycle time below 120 Sec

Is there any way to reduce the Lead Recycle time below 120 sec. We have Dial Timeout set to 20Sec to reduce the answering machines as much as possible, and we are looking for an option so that the system redial the same number again if it reach the dial timeout instead of waiting for 2 min a redialing.
If the restriction is imposed from the GoAutoDial screen, can I change it directly, or using ViciDial interface?
