Your opinion about this multiserver configuration

i ve seen this multiserver configuration in call center with 15 positions
servers 1 the dialer (dual core ; 4gig ram:3.6ghz)
servers 2 the database and webserver (1 core ;2gig ram;2.6 ghz)
Both servers are in the same lan.
server 1 the dialer 192.168.1.3
server 2 the database and webserver 192.168.1.2
agents and phones are registered in server 1
Recordins are stored in server 1
Agents connect to the webserver using the webbrowser 192.168.1.2.
all the time the loadaverage on server 2 (the database) is reaching 6.5 ;5.6 ;5.8 this means bad voice quality and a lot of waiting.(when using predictive dialing)
The manager still does't want to upgrade.
Want your opinion about this multiserver configuration.
Your opinion about the servers specs.
Any other opinion in highly appreciated.
