I have deleted all Phone entries form Phone table.

When I reboot, I still see entries for default Phone entries under sip.vicidial.conf file ? How ??

Perhaps deleting a phone does not trigger rewriting the configuration file in your version. Try Creating one. Also try changing the server setting to "Y" for rewriting the configuration files.

Also: I note you're a bit shy on your server specifications ... is it a cluster?
