Goautodial default voiceprompt

I can log-in to agent GUI and ring the beep for log-in and assigned a session number so i know I'm logged in. Seeing in the CLI File conf-onlyperson does not exist in any format and Unable to open conf-onlyperson (format 0x4 (ulaw)): No such file or directory. Where can i get the onlyperson file?

And also , IS there a way that a person can upload a DNC record Lists on the server without the astGUI? beside directing it from mysql. And if this LIST can filter numbers from being dialed even if the agent is manually dialing from a softphone and not logged in to goautodial/vicidial agent GUI?
