Is there a web based firewall on Goautodial 3.0 like it used to be on Goautodial 2.1?

There is no GUI for the firewall right now on 3.0. What you can do is either edit /etc/sysconfig/iptables manually and do a "service iptables restart" or install the default CentOS configuration tool via:

yum install system-config-securitylevel-tui.x86_64
