goautodial don't pass call to agent and close VDAD

Hello,
I have one problem.
Scenario 1.
in monitor of asterisk i have 200 call "Answer" this call don't passed to agent.
I have 10 agent in wait for more of 15 minute
When i call the customer from my cellphone the customer says " i receveid the call but no one speak"
My actual configuration:

VERSION: 2.4-309a
BUILD: 110430-1642
Aterisk: 1.4.39.1-vici
=======================
Dial Method: RATIO
Auto Dial Level: 3.5

What is the actual status of those answered calls that does not pass to the agents?

The status is: NA No Answer AutoDial (Fronter: VDAD)
But in asterisk monitor i have this: Executing [h@default:1] DeadAGI("Local/9390804831871@default-96c3,2", "agi://127.0.0.1:4577/call_log--HVcauses--PRI-----NODEBUG-----16-----ANSWER-----38-----3")

There is something that does not make sense:
Whenever the dialer has a live person on the line (answered call), if not agent available the status should be, Drop, not NA.
Are you 100% sure that this phone was answered, and the status remain as NA 9390804831871?

Thanks for reply,
I have 7-8 agent in wait from 10 -15 minute and this number is answered sure 100% because this is my number in office and i have answered.
