Vicidial-GSM gateway intigration

I am trying to connecting Vicidial server to NeogateGSM gateway. right now outgoing & incoming calls from Vicidial agents are working fine.
Now i am trying to define per agent per SIM card.Every vicidial agent will get one SIM card number for Outgoing & incoming call in support campaign,carrier.
Can i need to create per 1 agent -- 1 campaigns--1 carrier ???
How will the call flow incoming & Outgoing ?
