How to build a remote agent queue?

Hi,
When the agent transfer a call to a remote agent,and the remote agent are busy or reject the call,then,the default action of govicidial is hangup,it is not what i want.Somebody told me that the solution is to build a queue for remote agent,but how to build a queue?Is anyone can help me?Thanks!
