No leads in the hopper

There are no leads in the hopper and I don't know where to start troubleshooting. The campaign sttes there are 16 000 something leads,
At first I try to convert the list to Tab delimited txt, but it doesn't work. So I try the standard way (the 23 rows), and I'm stumped.
What should I do now? Frustrating thing is that it was working last week. I do a fresh re-install and it is not longer working.
