using vicidial without agents

I would like to know if we can use vicidial to make calls and play a voice mail only to the calles, without logging in any agents,

If yes, please do give me pointers on howto.

Yes you can

and its called Broadcast Dialing or something.

You can have the howto by getting the Manager's Manual from eflo.net
