How can i setup the LCR(less cost rate) with dialer?

You can do anything you want in the dial plans for your carrier(s). So for simple LCR, yes. If you mean real actual LCR where you look things up in a database then the answer is still yes but you will need an addon to asterisk such as LCRC/LCRDial/a2billing/etc. Either way, this isn't really a ViciDIAL/GoAutoDial issue, more a generic asterisk question.
