Is there any way or command to check that the carrier we are using is good or not?

absolutely: use another carrier for 10 minutes.
you can also call through the carrier directly with a soft phone instead of going through your vicidial server to see if your server is the problem.
you can also call through the carrier from another location to see if it is likely your network connection.

basics would be to do a mtr test from your asterisk server to your carrier, on your asterisk server you can type:
mtr the.ip.address.of.your.carrier
the lesser the hops and the lesser to 0% the packet loss and the lesser the latency in MS the better it is
