Don't know if this exist in goautodial but in vicidial its under "Campaigns" -> "Auto-Alt Dial" -> here you can add statuses for every campaign that will trigger the system to dial the alt phone.
and under campaign detail settings "Auto Alt-Number Dialing" you can choose what fields that got alt numbers
