Did this error appear after an zypper up maybe?
just tell us your story its much easier to find a solution if we know the cause of the error.

either way, it says

AH00526: Syntax error on line 4 of /etc/apache2/conf.d/vicirecord.conf
Either all Options must start with + or -, or no Option may.

then try to add + before the options:

    Options +Indexes +MultiViews

its now working, thanks for replying Domedan. I just compared the "/etc/apache2/conf.d/vicirecord.conf" file from the other server, seeing there has a bit difference from that line.
