I have a customer needing the ability to rank there outbound calls. They have agents that are licensed to take calls in certain states I have set there lists up by state is there a way to only direct leads from a specific list to a certain group of agents? For the in groups this was easy just setting up an in group for each state but for outbound I have no idea if this is even possible in Vici.

This is what User Territories are for, and this only works for manual dial or Inbound_man campaigns.

Hey Matt thanks for the quick reply this is a manual dial campaign so this should work! Can you explain to me exactly how the territory's work or lead me in the right direction to find out more about it? Is this the "Main Territory option" under a specific user?

The Main Territory field in the user field doesn't actually do anything. You first have to go into System Settings and enable Territories, then you have to add territories to users in the User Territories screen linked from Modify User.
On the lead side, you set the territory for each lead in the "owner" field and then set the campaign to No-Hopper-Dialing=Y. Then you should be good to go.
