User lvl 8 blind monitoring

How can I enable user with lvl 8 to be able to make blind monitoring in LISTEN mode?

this user has rights to see real time report and to set LISTEN monitor but when he click on LISTEN link on agent entry I have " USER DOES NOT HAVE PERMISSION TO BLIND MONITOR" error.

I looked for this setting in user, user group, server, phone but there is nothing to change to make this permissions.

Please help

I resolved issue, user had no API permissions
now:
