Level 9 permissions

I was wondering which specific permissions are only available for a level 9 user? I could not find anything in the documentation.

For instance i noticed that one of our admins could not download DNC lists because he was level 8.

There are several places that have to be level 9, like downloading lists, Admin Utilities, Administration Change Log.

I looked through the code and that seemed to be it from what I could see.
