Please Help me

You must always list your Vicidial Version with Build. Vicibox version is nice, but that's merely the installer and in no way relates to the Vicidial version (the Box installer can install any Dial version!).

Service Unavailable is your carrier saying "NO!". You'll need to discuss that with your carrier. Also, if the number you dialed is impossible, they would reject for this reason ... but you showed us the error and what came after instead of the error and what caused it (ie: before the error, such as the phone number dialed).

At the risk of repeating myself:

1) You have posted no information about your system. Always list At Least your Vicidial Version with Build. This is a Requirement to receive Free Assistance on this site.

2) Congestion is (literally) your carrier saying "NO! I will not complete this call!" The "reason" they will not complete the call is their own. You may be dialing an impossible number (perhaps they require a "1" in front of dialed numbers? or perhaps you are only dialing 4 digits?), or any one of several thousand other reasons. Ask the carrier, and they will tell you. They may require you to test while on the phone with their tech support.

3) If you were to post an asterisk CLI example of a Test Call (not 3000 lines of unrelated code, just one call made to this carrier and rejected ... entire call, but no OTHER calls), we may be of assistance. But ultimately: #2 above is true.
