Is it normal for hardphones to have a higher latency than softphones?
What is causing that?

Latency measured by what method? In a computer-based soft phone, you could be using a software-based tool to check packets. But in a hardware-based IP phone ... how have you chosen to measure latency?
Are the network paths identical? Or is one of them passing through different hardware on the local or public networks?
