were can i download Asterisk v.11.20.0-vici
as i can see only asterisk-11.18.0-vici available in downloads.vicidial.com

I believe that is an opensuse package that is part of vicibox 7.0.2, and has not been made available as a separate tarball download yet.

does the asterisk-11.18.0-vici used for production in any of the vicidial setup

as i am facing Retransmission timeout reached on transmission issue for the Outbound calls via SIP trunk
but after downgrade to asterisk 1.8 its works
i saw this issue is resolved in asterisk 11.20

We do have a few 11.18 asterisk servers in production, I don't know whether the issue you mention is a problem, we haven't heard any complaints from the clients using them.
