is there a way to bulk delete users? I have well over 200 users and deleting them 1 at a time would take extremely long...

If you upgrade to the latest svn/trunk there is. There's a new Admin Utility that lets you bulk delete users.

what is the svn/truck upgrade process? or is it a scratch install?

it's not a scratch install, just an updating of the code. Make sure you read the UPGRADE document.
