Call hangs up instantly

on vicidial , whenever im trying to make a call it instally hangsup and says

DIAL ALERT:

Call Rejected: BUSY
Cause: 17 - User busy.
SIP: 486 - Busy Here

this is a new install

Post the the carrier configuration and Asterisk CLI when making a call

The callee's end system was contacted successfully, but the callee is
currently not willing or able to take additional calls at this end
system.

also notice you are dialing this number [Nov 12 19:52:11] -- Called SIP/vitelout/116512743414 So I think you have added an unnecessary prefix (1) in case you are dialing to the USA, and one last recomendation some of you Asterisk sip peer options are deprecated
