Problem in chan_sip.co

Hello,

I would like someone to help me with Asterisk, specifically with the module chan_sip.so.

Whenever I run CLI>core restart now, or just a reboot at my server, I've got a great delay (9 minute!!!!!!) until it loads
the commands of chan_sip.so.

What I mean is that when i give the command "sip show peers", after the restart, it says that it isn't exist.
If I let asterisk a few minutes it loads the file and runs smoothly.

Can anyone tells me why do I have such a delay after I restart my server or asterisk??
