GMT Offset not working for latest uploaded list

Hello,
We have had vicidial in place for quite a while with absolutely no issues. On average we upload a new lead list every 3 months with about 100k leads in different time zones in the US. The server GMT is -6 and all of the times match for the server

We are currently on Central time (US) GMT -6

The current lead list that we uploaded contains several leads from California - GMT -8 and our call center starts their dialing at 8:30am CST.

The dialer keeps dialing the California leads at 8:30 am CST even though the call time for california is set to 9am - which if I understand correctly is 9am PST

As far as I can tell the time zones are correct in the list

The list is set to check time zone by country code and area code

Steps taken so far
Deleted the original list and reuploaded
Changed check timezone to postal code
Ran ADMIN_adjust_GMTnow_on_leads.pl manually - This is also running in cron
Verified that country code is set correctly in list in mysql
Rebooted the server
Currently as temporary solution I am switching the list order in the campaign - alternating between up and down to avoid dialing California leads too early

Any suggestions on what needs to be done to fix this?

I'm not positive, but it's possible there is a bug related to this in the last 4 years that addressed this issue. As always, we recommend upgrading to a more recent version of VICIdial.

Aside from that, did you check the Call Time you have set for the campaign?

Yes Call time is set to 9am for California and it starts calling them at 8:30am Central time which of course is 6:30am California.
What is strange is that we have never had any issues to date with call times...
Is there a step by step article to upgrade this version?

Please post all the time settings on the server. Including (but not limited to):

Bottom frame from "Reports" after pushing the +/- next to the word "SERVER" which will show PHP and DB time.

Also show the settings for php.ini and mysql if you have set it.

Please also type "date" at the CLI and confirm the server's TZ and time are correct. Servers *do* get out of sync from time to time.

Also confirm the TZ on one of the leads that was called incorrect and confirm that it is set to the proper value, as this obviously matters.
