I would like to install OPUS on asterisk 13 with webrtc
Can anybody please help?

Why dont you use ulaw/alaw? All calls for vicidial are going to be translated to slin anyway. You increase call quality and cpu load if you use ulaw due to lesser translation. Unless bandwidth is an issue.

When you ask a question like this, you should consider your audience. This is a Vicidial forum. Vicidial does run on Asterisk. Vicidial does have a very recent Asterisk 13 link. But to be real: The Asterisk community is an order of magnitude larger than the Vicidial community. I would strongly suggest you take a question like this to the Asterisk community sites and see if there are some people with direct experience there. Even the FreePBX community is likely to be helpful. There are many different .iso's that install FreePBX with complete Asterisk-enable environments. Some must include OPUS and it wouldn't be a stretch to expect some of them to also include WebRTC.
But you may get lucky here. I'm just saying that this is a niche (and not that huge). If you wait a few months for WebRTC to be more prevalent (after ViciPhone is fully published) you may have more luck.

While these are not specific instructions for how to install OPUS with Asterisk 13, as I was writing these instructions and testing different Asterisk 13 builds I did install it a few times with OPUS. You just have to make sure you have the required OPUS libraries and applications installed, and then make sure you select OPUS as an option in the "make menuselect" stage of the install:
