Best way to forward drops to a 10 digit phone number

What would be the best way to forward drops to a 10 digit phone number outside of ViciDial (different phone system)? Would it be drop action of CALLMENU with a call menu/ivr that have a call menu option with option = TIMEOUT and route = EXTENSION?
