I’ve kept my lists 100,000 or less I seem to remember that being a limit of the listloader, or are limits based on php.ini settings?
I was trying to load 600,000 records into a new list. Seems I am able to load 100,000 at a time. Hit back on the browser, run the same list upload again, and each time it loads about 100,000 new records.

That's a function of the php.ini settings for memory, file upload limit, run length, etc...
If you're running imports of that size, you might consider setting up CLI lead loading, optionally through an FTP account pull set up in the crontab. The CLI lead loader is up to 3 times faster than the web load loader, although it does not have all of the features of the web lead loader.
