Hi
What is your Local Call Time set as under the campaign settings (Detail view) Try changing it to 24Hours just to test that the hopper calls are being fed.
What is your Minimum hopper level set to? try setting it to 200
Make sure the option "No Hopper Dialing" is not set to Y. If set to Y change it to N and submit.
Check if your numbers are in the correct format when you click on the link at the bottom of your campaign called "Click here to see what leads are in the hopper right now"
Always make sure that if your leads are NEW that you have the dial status NEW set in your campaign (I believe you said you have this set. Just mentioning it again
