Open external web application in new tab on every call

I want to fire an URL to an external web CRM in a new browser tab automatically on every inbound or outbound call. Can someone tell me what's the best way to do this?

None of the options i see in the campaign settings accomodate this, the three webform buttons require the agent to click them and the other URL options will not display for an agent and the CRM popup only shows when you login and not on a new call.

Will pop up a new PAGE, but browser settings may allow this to be forced to "tab" instead of "page".
