for onhook agents, the point of onhook is that they can choose the option of NOT answering. if they do not need that option, they should be OffHook agents as that is the inevitable result of auto-answer. Especially with web phone where the agents don't actually need to be holding on to a phone at all (if they have speaker/mic insted of headset).
plus: i strongly suspect that overlooked is an incorrect connotation: More likely ... nobody paid, hasn't happened. there's quite a lot on the development pile at all times and this is likely just one on that pile.
