What is the name sound played when an dialed call enters an agent's conference? Is that the agent alert? Is it possible to change or turn that sound off? I see there is an 'Agent Alert Filename' ingroup setting but what about for outbound?

The droplet sound is the enter-leave sound for Meetme, it is not a sound file, it is actually a C header file that is compiled into Asterisk, so it is actually very difficult to change. You can turn it off pretty easily though by adding the 'q' flag to the Meetme entries in the extensions.conf file. This will also remove the leave sounds when a call leaves the meetme conference.
