If there are leads outside the "local calling time" for the campaign, you can either wait until they are IN the local calling time to dial them or change the campaign to 24 hrs (which risks violating the law during dialing, but ... it'll dial them!)
If there are leads whose status is not a "dial status", you can either alter the status of the lead to one that is in the dial status list for the campaign OR add that status to the Dial Status list.
