WAITING AGENTS ON REALTIME

Hi there guys i have seen this on my setup even there are agent available i see this on realtime,, what does this mean.? calls are not passed on the AGENTS..? why its not pass on.? coz there are free agents available to take calls
in this scenario, i have like 10 agents available with no calls

any idea guys why is this happening.? is this somehow a normal process.? calls are not passed to AGENT or something is overloading.?
