Multiple Campaign issue

I have 2 campaign in one server .
campaign A and Campaign B . I can't use 2 campaign all together at a time .
Campaign A has 8 agent and campaign B has 6 .
When all agent login in the campaign .....one of the the campaign generating call continuously but another one generating call after 5-10 minutes .then going to 0 call , after 10 minutes once again generate 20-25 calls then again pause for 10 minutes .

what to do ?

12 gb ram , 400gb ssd , quad core intel gold cpu .
