Vicidial Voip Server not in sync for Phones

We have 2 VoIP server and a data base server.
We have modified a users phone to the other VoIP server, however it is not registering; asterisk debug reports bad password (though it give the same error even when the user is not found)

Between both servers, the sip-vicidial.conf file shows to be updated at the same time stamp, however their contents are very different; one is 19kb, the other 7kb.

What could be causing this discrepancy?

Understood then that the file would be a different size due to phones registered.

My problem was that one hour later, softphones were still not able to login. I then had to perform core reload.

Determined later that the server was running very hot and as a result was not slow. It's curious though, that I was able to manually update via "core reload".
