Outbound Campaign - Manual Dial with no leads

Client has weird request to have a few agents login to special campaign to do manual dialing. Agents randomly mine contacts or call existing clients, so there is no leads list. I have setup campaign and set dial method to MANUAL, however, agent login attempts get rejected with message "Sorry, there are no leads in the hopper for this campaign". Is there a way to navigate around this and allow the agent to login. Thank you.

There is a Campaign setting to allow No Hopper Logins, you need to enable that.
