Doesn't seem like they are selling vicidial like the post-install disclaimer forbids.
Looks more like they host the servers and then rent out seats - isn't that permitted under the license?

Absolutely, IF they provide source code upon demand (Vicidial is OPEN SOURCE software).
But More Importantly: Who is gonna pay 99 cents PER MINUTE? LOL. I think they just built the site so they'd look like they are "real" to a specific customer.
