Quality of WAVE files is horrible

Hey guys,
I have uploaded wave files to the audio store in the format of Standard Definition WAV (8Khz, Mono, 16-Bit PCM).
I used these sound files for my main call menu, and other options. The quality is very degraded though once I convert it from to wave with the above specs. I am using a website to convert it so i dont know if that is the reason, but is this a normal/known problem or should I try converting my my audio file using software, or some other known option? I have tried different websites for converting and meeting the specs above but it seems to always degrade the sound quality by at least 20-30 percent.
