Web Lead Loader Phone Prefix Strip and Dedupe issue

I just noticed that the dedupe check doesn't work with leads that are imported at the same time as web lead loader phone prefix strip.

For example: If there is an existing phone number in the system 2125551212 and we import the phone number 12125551212, the lead loader will strip the leading "1" and import the lead. Then there will be a duplicate lead of 2125551212.

My guess is that the system is checking for the duplicate lead before stripping the leading "1", doesn't see a duplicate, strips the "1" and then imports the lead.

So for now, I have to manually strip the leading 1 in excel before importing but I'd rather not do that extra step.

Any other suggestions?
