Problem with setup of VICIDIAL

I am new to vicidial.
I install everything according to installation instruction.
Now I can access to astguiclient/admin.php and vicidial/admin.php
But I am having problem to login as agent. After I entered phone id, phone password, user name and user password, I got following message:
"Sorry, your phone login and password are not active in this system, please try again:"

Can anybody help me?

Make sure they are added in both

astguiclient/admin.php
and
vicidial/admin.php

(and are marked active)

Also confirm if the user's record are properly inserted into the Asterisk Database.
