If I understand correctly, when I look at the db, if an agent selects CALLBK, the system then sets it as CBHOLD if it is not ready to be dialed. BUT, this was still a human answered call (since they told them to call back), so it should count in the drop % calculation.

Is CBHOLD in your system statuses as human-answered=Y?
If not, add it.

It wasn't, but I added it, I do not believe it was in the scratch install nor the SQL file.

It is in th SVN for the 2.0.4 branch as well as trunk, so it will be included with the next releases.
