We are starting a small call center with 20 agents. My friend said that we need a static public IP because it is REQUIRED by voip providers, is it true? we will be making outbound calls only. we don't have remote agents.
also, one more question. will it be ok to use a linksys rv016 load balancer with 4 368kbps wifi connection to make 1mbps?
using the latest vicidialnow.

You need a static IP address if your VoIP provider authenticates via IP address. Most carrier actually require that you have a static IP. However, there are other carriers provides authentication via username and password. In this case, you don't need a static IP at all.
I'm not sure about the load-balancer. It's still best to get a 1mbps line than combine all four 368kpbs line to one. Can't your ISP provide you with a 1mpbs line?

we are more than 5km away from the nearest telco. pldt, bayantel and digitel declined to connect us with a line because of the distance. we are now considering relocating nearer the telcos.
btw, what is the difference with their offers of 1mbps CIR against the regular line?

Difference between a 1 mbps CIR is that you have a 1 mbps guaranteed bandwidth. Compared to a regular 1 mbps connection without CIR, the bandwidth usually fluctuates from 256kbps to 1 mbps.
